The
Research Grants Council (RGC) The Research Grants Council (RGC) operates under the aegis of the UGC and is responsible for advising on the needs of Hong Kong's higher education institutions in the field of academic research and for distribution of funding for academic research projects undertaken by staff in the UGC-funded institutions. The
Vocational Training Council (VTC) The Vocational Training Council (VTC) is the largest vocational education organisation in Hong Kong. It provides job-related training and education to more than 120,000 people every year through the Hong Kong Institute of Vocational Education (IVE) and 26 training centres.

Development Council (CDC) The Curriculum Development Council advises the Government on matters relating to curriculum development for the local school system.
The
Hong Kong Examinations Authority (HKEA) The Hong Kong Examinations Authority is an independent, self-funding and non-profit making statutory body. The members of its governing bodies are drawn from the school sector, tertiary institutions, government bodies and the community. Its main role is to operate two local public examinations: the Hong Kong Certificate of Education Examination (HKCEE) and the Hong Kong Advanced Level Examination (HKALE). On behalf of overseas examining bodies and local professional bodies it also operates over 140 examinations leading to academic, professional or practical qualifications.
The
Hong Kong Council for Academic Accreditation (HKCAA) HKCAA is an independent self-financed statutory body established in 1990 by the Government to give advice on the academic standards of degree programmes in higher education institutions in Hong Kong and on educational standards and qualifications in general. HKCAA plays an important role as an independent quality assurance agency in higher education in the Hong Kong Special Administrative Region of China. In general, the Council has been providing professional advice to the Government and other organisations pertaining to academic accreditation, education systems, and the comparative standard of qualifications. The Council also provides consultancy service to individuals and employers about the standard of non-local qualifications regarding to their comparability with local benchmarks conducts, degree programme validations and institutional reviews at the seven higher education institutions in Hong Kong. The Council is also appointed by the Government to advise on the registration of courses under the Non-Local Higher and Professional Education (Regulation) Ordinance and plays an important role in protecting local consumers of higher educational services imported from outside Hong Kong.
