and Manpower Bureau (EMB) The EMB is responsible for both education and employment. Its role is to ensure an adequate supply of manpower through vocational training, retraining and the importation of labour, in order to meet the demands of Hong Kong's economy and to contribute to the overall economic competitiveness of Hong Kong. The EMB formulates, develops and reviews policies, programmes and legislation in respect of education from kindergarten to tertiary level. Education Department The merge of the Education Department (ED) and the Education and Manpower Bureau (EMB) took effect on 1 January 2003. The new organisation will retain the title of Education and Manpower Bureau (EMB).
