The EMB is responsible for both education and employment. Its role is to ensure an adequate supply of manpower through vocational training, retraining and the importation of labour, in order to meet the demands of Hong Kong's economy and to contribute to the overall economic competitiveness of Hong Kong.

The EMB formulates, develops and reviews policies, programmes and legislation in respect of education from kindergarten to tertiary level. It also oversees the effective implementation of educational programmes.

In education, the Bureau has policy responsibility for the services provided by:

- the Education Department,
- the University Grants Committee,
- the Student Financial Assistance Agency,
- the Hong Kong Examinations Authority,
- the Vocational Training Council,
- the Employees Retraining Board,
- the Construction Industry Training Authority,
- the Clothing Industry Training Authority,
- the Occupational Safety and Health Council.

The merge of the Education Department (ED) and the Education and Manpower Bureau (EMB) took effect on 1 January 2003. The new organisation will retain the title of Education and Manpower Bureau (EMB).
